WAC or WAVES cape?

I was offered this along with some usn officer uniforms. I believe it to be either a WAC or WAVES cape but I am unsure due to the bullion lettering on the cap and cape. Any help is appreciated. (Sorry for the crappy photos, these are the ones the seller sent me).

Def not WAC or WAVE... perhaps it is a civilian nurse cap and cape--nursing school "formal" wear for photos? What is the second letter on the cap? I can make out St. J(?) and not sure of the last one. I thought of a Catholic hospital b/c of the St. letters.

I have a photo of my grandmother in her formal nurse's uniform from when she graduated in the 20's. Her cape is identical to this one.

This is the cape she got after graduating from Nursing school.

 

The name of the school was Saint something.

 

Not military.

These civilian nurses capes are often presented as military nurse capes, but were in fact once very common for nusing schools and hospitals. If you were buying a Navy or Army nurse grouping you might find one of thesewith it, but they were not worn after leaving the particular school or hospital.
