Nice pick up! The jacket is not a mess dress but it is a dress uniform. Mess dress is a jacket that looks cut - down. By the tag, I think this i 60s/70s onward.

In Navy terminology, it's not a jacket, it's a blouse. Specifically, it's a blouse for a "service dress blue" uniform. The belt is a standard US Navy sword belt, worn by officers only.
