Robert Boeing Military Aircraft (or airplane, can't remember) Company Periodic Depot Maintenance. A contractor patch for the guys overhauling the F-4s for scheduled deep maintenance. The other, if you look close, you see a DONS on there. This is one in a series, many also have AIR on them. 99% of DONS/AIR patches are eye candy, never worn by the unit.
