The construction is quite good, it has dot brand snaps but I have never seen anything like it. The webbing is a looser weave than issue items and the stitching seems less robust than US issue. It is very faded so it is dificult to tell the original color but it looks like was a combination of pea green and OD#7. Repro or Vietnam counterinsurgency, maybe? They are long cells so it would be no doubt made with the magazine for the M3 grease gun in mind. It may be as you say a item made for the south vietnaese army, or their american advisors in the early 60s. It also could very well be a foriegn made item from any number of regions, lets say for instance latin america. Many if not most free world as well as friendly nonaligned countries and not so friendly dictatorial countries used the M3 sub machine gun.
