It appears to be in its original frame and could use a professional cleaning. It is signed and dated 1918 and has something below but I would have to take the frame off to read it. The symbolism suggests it might be a memorial item. Per the Red Cross website.. "The war took its toll on the people of the American Red Cross. For example, of the 24,000 nurses recruited for war duty, 296 died in service." http://www.redcrosslv.org/history.html I hope you find out more about it.
