Documentation? Nah! I kinda remember a 'pub' explaining some of the best ways of spiffing things up and a platoon sergeant willing to share some of his secrets. I've seen different members of the same Corps do it at different times,that count? I take no insult nor hurt,but I suggest you learn something about what soldiers actually do in the Army,as it's not all written in a manual. Good luck on sorting out the gold from the dross!

I copied the following info on equipment marking from an NCO Guide. This is a private purchase publication that is much like an Officer's Guide. It is a handy quick reference guide for GI's. I think it was the 1953 edition. It looks like it is a carry over from WW2. It talks about how and where to mark gear but it also goes into refreshing the markings when they fade. It is only a short step from refreshing soldier ID marking to refreshing US stencils and other such markings.
