As a swag... blackbirds are often associated with USAF electronic warfare. EB-66 units used to use them in their patch designs.

Looks like a "B Flight" patch to either an airforce Electronics Combat Squadron or perhaps even Army. I couldn't find it on USAFpatches.com unfortunately.
