It was used in the 1830's, Maker is unknown, it has 16 (6 point) stars that surround the field entirely and measures 21mm. I've not seen a 13 star variety, were the stars entirely surround the field. I can tell you that if the eagle faces right (your left) its a post 1941 button. Most of the dress buttons have the cotter pin type connection.
