Is this a Military Sea Transportation Service dog tag?

I picked this up at the flea market today for a dollar. It looks like there is only a first name on this dog tag and does the bottom stand for Navy Civilian Military Sea Transportation Service? I'm guessing the Navy issued dog tags to civilians who were working for them?
