Look like the 50s era boots to me.

They remind me of the extreme cold weather boots , aka "Mickey-Mouse", these were in issue up until a few years ago. Or might still be in in certain locals I suppose. I know the last time I had them issued ( and subsequently packed away and never used until it was time to turn them back in) was in 2000. You sometimes see them in white as well. Okay for static work, standing around, etc.. but absolutely horrid if you have to walk any distance.

That pair has the 2nd pattern sole so they are probably around 1954 or 55. The 1st pattern sole was like what is shown on this pair of shoe pacs.
