I picked this up at an antique show this passed summer, as it looked unique to me. I don't collect this branch or type of item really, but it seemed neat and I figured someone else here might eventually be interested in it. I was surpised to find the items in the back as shown as well!

Were these basically personal service records? Or kept officially?

This was the version issued by the Coast Guard to the Merchant Marine, its purpose was to provide
the owner proof of what ships he was on and the rate he held. After a "cruise" was over, a MM sailor
would report to the Union hall with his papers to go on another ship.
