Full Version: 1931 War Department Efficiency Card

I picked this up recently because I have never seen one and it was cheap. Can anyone tell me what exactly it is? I have done some basic research on the 2 names on the card and have been unable to find anything. The card is for George R. Martin and it is signed by Captain B.T. Burt A.C. I am guessing that it has something to do with 1930's Army aviation? Thanks.

After a little more digging, I found a lot of information on Capt / Lt Byron T. Burt. If anyone is interested in early Army Airships and balloon operations check out the following links:
