Well, it's got me stumped. I've checked all the ROTC/JROTC ribbons that I can think of without any luck. I swear it looks to be AF JROTC but I can't locate it.

Stumped me, too. I even checked Merchant Marine, NOAA, USPHS, and Civil Air Patrol.

To me it looks a lot like the AF JROTC extreme excellence challenge ribbon listed below.

You could be right - I looked right past it because of the more orange color of the larger areas. It definately has the right color sequence.
