If the vest and plates are from the US military, which they probably are, then they are accountable property and still belong to the US government. The plates are the only things that could potentially get you in any trouble, however. All of this stuff is considered controlled technology and it's export outside the US is prohibited. And that included my DCU pattern IBA and EVERYTHING associated with. Kept getting the tennis ball effect, bouncing back and forth between CIF and the unit Supply/S4.
