My brother found this: it has no markings (other than degrees) except for what appears to be a serial number and a stamp that looks like two O's overlapped.

Possibly Japanese... look at the first picture... On the scale to the left, just above the 100 mil mark is what appears to be a kanji character... Can anyone back me up on that? I'm not well versed in the language, but it sure looks like a Japanese character to me...

I think you got it there. I just got new bi-focals and they don't focus as close as the old ones, so I missed that. It turns out there is one at each of the scale. The overlapped O's do look a bit like a Japanese arsenal mark, but I had thought it might be some sort of symbol like the one for infinity.
