Air Corps ribbon??

Can anyone explain the purpose of this and what uniform if any it was worn on?

It is about 1.5 inches long. Pics should tell the rest of the story...

This is a civilian service to the AAF ribbon. Civilian award. Tbis one is in relic condition, but even mint ones have little value.
