CIVILIAN Dog Tag ??

This came to me via my picker buddy. I have tried in vain to find the Person on the tag.

 

I am assuming he may have needed the tags for ID on a restricted area ???

 

The JA 5742 is the Phone Number for Jackson Mi. the 10/12/01 in the upper right corner is his Birth Date of course.

Then i came up with the lower left corner being "P" for protestant and "O" for blood type ?? The rest is a mystery.

This could be similar to a dog tag I had made up with my name, address, ss#, and blood type. I carry this on my key chain in case I have a problem when I am out and don't have my billfold with complete ID.

I checked four paid databases and the only place he shows up is in the Social Security death index and the 1930 census. I am surprised he does not show up in the WWII draft registration records.
