Question on unusual wings

My Grandfather brought these home with him from the PTO. He was ground crew so not authorised wings he traded for these. Any idea's why the soldiered addition?

The addition of the U.S. Eagle to an American-made pilot wing is most unusual. It now resembles an Air Crew wing. I have seen cast theatre-made Air Crew wings from the C.B.I. with a shield rather than the circle, but never one like this. My bet is that his 'buddy' rated an Air Crew badge and had this one made up.
