WW1 PH Group to George C. Risser

I found this group a few years back at an estate sale in PA. I know nothing about the man or what he did. Also, I've never seen the multi-colored ribbon like he has on his bar. Can anyone tell me more about the soldier and ID that last ribbon?

Hi Steve

 

The 1st ribbon is a VFW ribbon , the 2nd is an unofficial " Interallied " WWI Victory ribbon. I am not sure of its source.

I believe this is George Clayton Risser from Lebanon, PA. Born 2 March 1890. Died around 1971-72. His trade in 1917 was a Gas Fitter in Lebanon.
