Help ID unknown ribbon

I saw this on ebay and I can't identify one of the ribbons. Other than the Air Medal and Purple Heart being out of order, the other thing I found unusual is the Republic of Vietnam Gallantry Cross appears to have a star instead of a palm. The ribbon I can't ID is on the lowest row, far left. Any thoughts on this is appreciated.

The ribbon is for the RVN Staff Service Medal, 1st Class.

The ribbon you are questioning is the Republic of Vietnam Staff Service medal. Here are links to a couple of pages on the medal:

I would imagine the ribbons belonged to an advisor.

The Purple Heart is in the right order, it wasn't until the early 80's that the PH rated over the Air Medal, a great set of ribbons, Mark
