It’s painted in what appears to be usmc vehicle paint No.3A according to a chart I found on a separate topic on usmc repainted helmets. The liner itself is a high pressure Westinghouse with early rating webbing and squared washers. The name is hard to make out and looks like Lt. J.s.??ers.
