It appears to be designed for a 4 inch barreled revolver, although it is hard to gauge dimensions from photos alone. It is missing its chest strap. The maker was Kayanes Leather Craft, Inc. It was a small and rather obscure maker of leather goods located in Ohio during the 1950s. I am not aware of any products supplied by Kayanes to the US government.
