Saw this posted and would like to know more about it.

 

First pic shows a clutch back at top. Is there supposed to be another at the bottom?

 

Marked sterling.

 

Collar insignia?

 

What era?

It’s current use, Officer dress blues collar emblem. The pin at the top is for stabilizing the emblem position on the collar.
