It's just weathering, the red is around all the brass grommets, the horizontal red lines are where the brass adjustment slides contact the belt, clearly there has been a chemical reaction and it is discoloring the belt. The yellow bit on the back of the belt is caused by sitting in the sun.

I agree, weathering and chemical reaction between the brass keepers and the dye in the polyester webbing. Much like verdigris (the green gunk) which will form when leather, brass, and moisture meet.
