Pearl Harbor / FDR mystery item?

I have had this item for some time, but still do not know what it is.


The page measures about 7x11" and is badly darkened by ageing. The White House stamp has a slight purple color on the original which does not show up very well on this scan.


I am guessing this was some kind of souvenir issued to commemorate the start of WWII, but I really have no idea. Has anybody seen this before? If so, what is it? When was it issued?

I had the same thought, but you would think there would be more identifying information on it. Also, why would this have a time stamp showing receipt at the White House. It's possible it is some sort of document for record.

I would say some type of commemorative piece....Strange though that it's not standard 8.5" X 11" size....Bodes
