Looks musician related to me as well definitely 30s-40s vintage but could also be Chaplin. Looks more like it holds music sheets though

I lean toward music stand also rather than a chaplain specific item. "RCTG" could be for recruiting. But, it may be multi-use.

It looks to me to be a dictionary stand, or if Chaplin related, a bible stand. Ever seen one of the old, huge dictionaries? Sheet music isn't heavy.

Plus a music stand would have had a clip or fastener of some sort at the top to hold the thin, flimsy sheet music in place.  I am wondering if the "RCTC" stands for "Roman Catholic Theological Corps/Center".
