Korean War tailored navy Jumper - submarine - named

I picked this uniform up about a year ago. It is tailored in Japan and has Submarine insignia on the sleeve and a bullion rate. I have not been able to come up with anything from the name and I am hoping someone can help me with a rate identification as I don't recognize it. Thanks for looking, Robert

Ok, you have some interesting stuff going on here with this jumper. The Rate, is Teleman. Established in 1948, abolished in 1956. This works with the ribbons.

 

However, in 1947, the sub patch was moved from the fore arm, to be sewn on the left breast, above the ribbons. Then, in August, 1950, they were replaced with the Silver Dolphin badge we have today. Interesting combination of stuff.
