This was posted in a New York City Group I belong to n FB, see the fella on the left talking to a NYPD Cop, photo is from 1943 taken in Times Square, What would this man be, he has a single thin cuff ring, so at first I thought he was a Free French Sub Lieutenant, but we see he's not wearing the shoulder tabs or has a Gold Band on the cap band, here

I thought then maybe a U.S. Naval Ensign with that optional Blue Service cap, but we see no Gold Chin Strap. So lets see what interested parties think.

On the second photo it's a "lieutenant de vaisseau" called "Capitaine" by hands (3 bars)

The first is a "Enseigne de Vaisseau de seconde classe" called "Lieutenant by hands (one bar....it seems)

I would guess British merchant marine.

Good Idea Justin, do you have access to a Better Merchant Marine rank Table, this is all I found so far, a real tiny image  Even when zoomed in it's eveen worse.

Patches,

Could he possibly be a Bell-hop or Doorman? It is NYC and they've been around forever.

TH1

 Wouldn't that be a kick in the head, OR he's a Parking Lot Attendant OR a Movie Theater Usher  but don't think Ushers wore caps

Here are a couple of better ones:

Though there was a UK standard merchant marine uniform, not all companies wore it.
I'm pretty sure this fellow is British, though. The cap just has a British look, from the angle of wear to the shape of the visor and the lack of side chinstrap buttons.

Thanks Justin, we do see that one thin single cuff ring much better now for what is called Third Wireless Operator rank #25. Probably like you say, wouldn't be a American now either cause he also is lacking one of the badges above the cuff ring IE the Line Star etc
