Unknown Metal Insignias

Does anyone know what these metal insignias are and when they date from? The top one is about the size of a collar disk. The bottom one looks like it is from around WWI, but may be something civilian perhaps. Also, they were not purchased together. I just put them in one post for convenience, so they dont have anything to do with each other. Any help is appreciated!

Honestly, that bottom piece feels British or Commonwealth to me (something about the C), but the first thing that came to my mind at HRC at the end is "Harness Racing Club". Could be something worn by stewards or grooms for a certain club or track. If it is, I'd be interested in it.

The top pin looks like a civilian radio club piece to me.

Just guessing on the bottom one, but maybe the "rc" stands for "reserve corps"?

You are correct CDWells, all I've found is Fremantle Harness Racing Club (Australia).
