Unknown F.N.R. patch sewn on uniform shirt

I picked this up at an antique fair and was wondering if anyone recognizes the patch.  It looks like an older piece being wool embroidery.  I was wondering if it was military like maybe ROTC or maybe a boy scout leader patch.  Any ideas?

A swag.....it could be an early National Wildlife Refuge patch (they were established in 1903)

Unless the initials are specific to a Mountain Goat or high country Refuge, F.N.R. could be Friends of the National Refuges

Might be Fort Niobrara National Wildlife Refuge, created in 1912.

The 3 stars refer to the 3 main island groups in the Philippines; that is a carabao, so this is some Filipino unit patch. I cannot find anything re: the letters, sorry. But this may help those with more expertise in foreign insignia.

So it may be a foreign patch.  I found their current logo on the Internet.
