Canvas 'golf bag'--what is it?

This was on display in a small museum, in connection with a WW1 Signal Corp officer's gear. I am guessing it is a bag for a camera tripod, but seek information from those more informed.

Can't really tell much from the picture but from your description as a tripod case and a signal officer I would guess it may be a case for the base of a portable plotting table. These were commonly used by engineer, artillery, and signal units and consisted of tripod legs and a large board to draw on. They came in two pieces in canvas cases, one for the legs and and one for the top. I have not tried googling it but you may find pictures.
