You’re right it’s a parade float. Pays to look closely. Half as cool now...

Symington-Anderson Co was an ordnance company there in Rochester, NY. I don't believe they made tanks but other type of ordnance. I think the tank was dolled up with their wording for a WWI bond drive. The words in little writing on the upper side of the tank shows, "Buy Bonds". It looks like a bond drive parade or gathering. Still a very cool photograph I think.
