Are These SOG Beercans or Plaque Devices?

Just got these, but I see they're missing pins so thought they may be plaque devices rather than pins. My other thought was that these were sold like this and are unworn insignia.

Look like they were from plaques...appears to be glue residue on the backs

Why is that bad news. They were probably on a going away plaque and are nice scarce Vietnam beer can insignia. SOG stuff is hard to find.
