I would like to try to identify the ribbon on the bottom right as you are facing them. It was with my father's things. I may not have them in the correct order.

The Army of Occupation Medal is a military award of the United States military which was established by the United States War Department on 5 April 1946. The medal was created in the aftermath of the Second World War to recognize those who had performed occupation service in either Germany, Italy, Austria, or Japan.

I think he meant on the ribbon bar not the medal.I am not sure what it is, a state or town medal maybe?

You're correct, that's probably what they meant. Maybe someone will know what that ribbon on the ribbon bar is on the bottom right.
