The stock, cross arm, of the anchor has a design similar to the clean edged first design CPO anchor Post WW 2 would have the screw post and registering pin for mounting to the cap band. Pre WW2 most likely would have smooth edges to the anchor and an applied twisted wire to simulate the cable rather than the stamped anchor chain..
