A piece of a horse or mule harness ?

I picked this up Saturday and am curious where it fit on the animal and what it's called. It's WW1 era - dated 1918. The length is about 38 inches end to end.

So this would have been for a horse and not a mule?

Would this have been the sort of thing used when pulling a wagon with a team of horses?

I was happy to see this thread. I bought the same piece of tack not having a clue as to what it is. I kept meaning to ask my sister who used to ride all the time but now I don't think she would have had a clue. I've been looking at escort wagon sites but have yet to spot this item.

if you look at this illustration you will see it just behind the withers (shoulder) of the mule.

 

In harness terms it's called the pad
