Old Photo--Dress White Uniform?

Was recently with my wife's family going thru old photos, letters, newspaper clippings, etc and found this photo. Nobody knows who it is. Sorry the photo is not clearer.

It shows a gentleman in a white uniform wearing navy-type shoulder boards with four bars (a Captain?). I don't think it's a star at the top of the shoulder board, but it's hard to tell. Also, his cover seems to have a "US" with a laurel wreath on it--again, hard to tell. No ribbons on the uniform; white shoes. I don't think he's a Navy officer. US Public Health Service? Merchant Marine? Any ideas?

That is a Commercial/Merchant ship captain. The best answer is to look for a chart of house flags for shipping/passenger lines to ID the flag on the hat badge.
