Without the typical "H-H" in the eagle, I'd say this is an earlier hallmark. Based on that, and the fact these are not sterling and the leaf is an older looking design, I'd say these are well prior to WW2. I do think the design of the oak leaf, with it's diamond dots are early - similar to WWI collar disks. Here is a better shot of the maker mark.
