Probably made with the idea troops in South Korea or Japan might by them, that and sales to uniform vendors and stores located in those places.

 

Made in Hong Kong stuff was prolific back in the day, lots of stuff, Toys, Cloths, Nick Nacks every description, and U.S. Miltary stuff as well during the Vietnam era, even way before.
