Cap Camouflage Pattern I

Red stripe with hole means that batch failed quality control and is for training use only. Steel is not strong enough for combat.

Technically a MKI is fine to post on this forum, because of the US purchase of them in 1917 that you referenced.

Yes, they went to training units, stateside(State Guard)units, even police departments after being rejected for ballistic failure.
