What are your thoughts on this photograph?

It Kind of looks like Teddy but not quite sure?

I did some side by side comparisons of images of the internet.

I don't think it's the Rough Riders. They were armed with the Krag carbine and the troops in this photo are armed with infantry rifles. The officer in the light colored shirt doesn't look like TR to me at all. JMHO But a really neat picture anyway!

Agree with Lee-- I don't see any resemblance to TR.  Additionally the two band rifles vs. carbines would not be consistent with a cavalry unit.
