What's the difference between U.S. Dept. of Defense & U.S. Army 'Meritorious Civilian Service Medals' ?

Good Morning All, I've been wondering lately about the relative differences ( if any ? ) between the U.S. Army's "Meritorious Civilian Service Medal" , as opposed to the U.S. Department of Defense's version of this decoration / award ?

IIRC, didn't the Army version come first, filled by a 'combined services' version later on down the road ? As always, any & all replies will be very much appreciated. THANKS

The Army MSM was established in 1969.

 

The DOD MSM was established in 1977.

 

In order of precedence it is worn between the PH and branch MSM.
