Possible early Navy medal or pin

Was wondering if anyone knew what this pin or medal is with what looks like an anchor and possible cross.

I would guess a fraternal organization of some sort that used the anchor as part of their insignia. I think he’s Army or militia since it seems a fatigue blouse (sack coat) with marksmanship buttons on the collars.

Thanks all for the suggestions

It does resemble the Boy's Brigade emblem but not completely

I am sure it is US and probably Army based on the Marksman buttons

I am going to break ranks here and say that's probably not a military pin at all, but a religious one. The Christian cross is in the background and an anchor symbolizing strong faith, with what might be a heart superimposed on it. Its also not being worn as any type of rank or insignia, but in a location that shows its personal rather than official.

 

Just my guess.
