USMC dog tag find at flea market

While doing some research on the Internet I found this headstone but what I don't understand is that it says he was a lieutenant in the Navy and 1st Lt in the USMC? I'm guessing he was in the Navy first and then transferred over to the Marine Corps during WW2?

Actually the other way around. He enlisted in the Marine Corps first, on 2/9/1943, to be discharged 11/10/1945.

 

He then enlisted in the Navy on 9/27/1950, with that enlistment ending on 9/28/1954.

 

Interestingly, I see him listed on a Select Military Register as achieving the rank of Ensign on 11/10/1949.

 

Related to his USMC service, he enlisted as a Private, and does not appear as a Commissioned Officer until January of 1946, as a result of the V-12 Program at Notre Dame.
