Look into the insignia, if any, for the civilian vessel officers that operate watercraft for the Army Corps of Engineers.  They have a large fleet of work boats on the inland waterways.  Maybe 1940s or 1950sh

Army corps of engineers for personel serving on selected boats.

As I understand it the The Corps of Engineering in 1969 established a policy for civilian officers serving on tow boats,dredges,and ships more than 65 feet in length would wear a uniform cap with the insignia
