1980s Defense Logistics Agency Air Ops (Cover for Air America?)

Picked this up at an estate sale. judging from the names on the C-130s could be a cover for covert ops in the 1980s????

I know that C-130s were sold to several countries, but then why would the DLA be flying these?

TAB (Transportes Aéreos Bolivianos)
Although a civil transport airline, TAB - Transportes Aéreos Bolivianos, was created as a subsidiary company of the FAB in 1977. It is subordinate to the Air Transport Management (Gerencia de Transportes Aéreos) and is headed by an FAB general. TAB, a charter heavy cargo airline, links Bolivia with most countries of the Western Hemisphere; its inventory included a fleet of Lockheed C-130 Hercules aircraft. TAB's Base of operations was headquartered at El Alto, adjacent to La Paz's El Alto International Airport. TAB also flew to Miami and Houston, with stops in Panama.

 

Uganda Air Cargo

Though the corporation has acquired two aircraft to move into the competitive passenger flights business, it is yet to grow its cargo fleet, which comprise a single aircraft — a 23-tonne payload Hercules Lock Heed C-130 purchased in 1975. Officials say there are plans to expand this arm of the business, although they did not indicate a timeline.
“Our thrust will continue to be cargo haul, because it’s much more stable. We know there is competition in passenger business but the sector is also growing. We have one plane for cargo and there are plans for expansion,” an official said.
UACC is the aviation arm of the Ministry of Defence. Being government owned, it is the de facto carrier of government officials and the army. The corporation has been in existence since 1994, when it was established by an Act of Parliament.
However, it started out in 1981 as Uganda Air Cargo Ltd.
