It is a civilian swivel holster used by police and plant security guard forces from the 1920s through the 1950s. This type of holster was made by a variety of makers. It is missing its shoulder strap. The dimensions are tough to determine from your photos, but my guess is that it would fit a 4 inch barreled, medium frame .38 Special revolver such as the S&W Military & Police and the Colt Official Police models. The vintage ad below illustrates a variant of this type of holster with the locking mechanism seen on the Audley patent holsters. HTH.
