WW1 U.S. Navy Officer Sword Engraved from V.C.R. Officers?

Hi,

 

I have this WWI sword named to Paul G. Haas. Through ancestry I found that he was an Officer starting his career in 1917 and eventually retired as a Captain. On the scabbard it is engraved , " Presented by V.C.R. Officers, 1st Naval District." My question is, What is a VCR Officer??? I have looked all over the net and have found no reference to VCR.

V.C.R. might be an officer billet abbreviation of some sort, and the officers of that bullet in the 1st Naval District presented this sword.

VCR could be Veteran Corps Reserve (usually seen associated with Spanish American War veterans) or possibly Veterinary Corps Reserve (WW1 era designation for reserve officers in the Veterinary Corps [usually Army]).

 

Sometimes it's hard to nail these things down. Was he a Spanish War vet? A presentation of esteem from his Spanish War shipmates would be appropriate... Was he ever in charge of a large organization that included remount services?
