Mysterious Ike Jacket Help Needed

Okay gents, need your help figuring out what's up with the wings on the jacket sleeve. The jacket was picked up in Australia. All items appear to be original to the jacket and never removed. The jacket is a regular 1942-made Army 4-pocket tunic that has been cut and tailored in the fashion of an Ike jacket but with British type waist belt. The overseas bars are metal and individually attached with prongs that secure to a backing plate. What is really baffling me is the strange wings sewn on the right sleeve. Thoughts and ideas would be appreciated on the significance of the wings.

Nice jacket! Here is one of mine that I had in another posting on this Forum. As you can see very similar to yours.
