USS Petrel Chief Engineer - Reynold T. Hall

I recently acquired this photo of Rear Admiral Reynold T. Hall. My research revealed that Hall served as the Chief Engineer on the USS Petrel during the Battle of Manila Bay. I was able to identify the following medals on Hall's uniform. Left to right:

 

Dewey Medal
Spanish Campaign Medal
Philippine Campaign Medal
Order of the Spanish-American War Membership Badge or National Society of the Sons of the American Revolution Membership Badge

Unidentified cross

 

The photograph is labeled Photo crafters, Philadelphia

 

Can someone confirm or identify the unidentified cross to include the one hanging around his neck. Thanks
